SHIP PLOT: Starline and Buddy knew of each other before they met face to face - Starline knew this new friend of Sonic's was responsible for taking down Infinite, and Buddy heard plenty of their friends grumbling about some new bad guy that follows Eggman's coat tails.
When they first met it was during a fight, Buddy's hookshot allowing them to gain some advantage over Starline's maneuverability, but Starline ultimately managed to get away. What caught Starline off guard most was their refusal to see him as anything more than a mild annoyance, which bruised his pride a fair amount. This resulted in Buddy gaining a rival who saw them as equals and opposites - two halves of a whole. Whilst Buddy continued to see Starline as a guy with way too much free time on his hands. They would fully admit he was pretty cute, though.
One day, Eggman gets kicked by Sonic into another dimension and doesn't return this time - leaving everyone else to rebuild their identities without Eggman around. Buddy coped the easiest, but Starline was one of the most effected. Starline began to lean more on Buddy - since they were dealing with the badniks and thus Eggman's previous empire. Buddy was a little confused, and didn't quite believe him at first, but eventually softened on him after seeing more of him as himself.
He's still a bad person, just now Buddy has a newspaper and infinite patience.

VEIGAR

FULL NAME: Veigar, the Tiny Master of Evil

SHIP PLOT: Veigar and Marion originally met as rivals - both intending to take down a dangerous mage that had been pestering a small town in the middle of nowhere. This escalated to a fight which left both parties impressed with the other. Marion, extremely interested and confused by the concept of an "evil" yordle and Veigar's exceptional grasp of celestial magic, requested to join Veigar's party temporarily.
Veigar doesn't accept half messures, and said if Marion wanted to join they'd have to join him for real. Marion - having nothing better to do - accepted.
Marion's skill quickly put them alongside Veigar as his right hand, and from there they became more and more invested in Veigar as a person, and eventually became deeply devoted to him. Veigar continues to be suprised and impressed by them, and maybe sometimes lets his old self slip out every now and then.
The two are basically stuck in an eternal see-saw of "we could make each other worse" vs "we could make each other better".

Worm spends most of their time correcting SB's bad behavior, whilst SB encourages them to live a little more.

Buddy later builds him a robian body, which he accepts.
While he does love Buddy, he finds their boyfriend extremely annoying.

He ended up softening towards them after seeing how much they cared about the kids, not just about Twitch and Thrash but also Robby and Mo. The two ended up deciding to put their faction differences aside and focus on helping and protecting the kids first.
Eventually, they became friends! ...Maybe even a little bit more than that. Not that either party wants to admit it, right now at least.
